About the job
The International Trade Analyst is responsible for the oversight, analysis, and optimization of all import and export operations for the Mexico production facility. This role ensures full compliance with Mexican and international trade regulations, manages duty-saving programs, and serves as a technical expert on trade agreements. A critical requirement of this position is to remain perpetually up-to-date with all changes and updates to Mexican Customs Law and global trade policies to mitigate risk and ensure operational continuity.
Your tasks
- Regulatory Monitoring: Maintain a continuous, proactive study of the Mexican Customs Law (Ley Aduanera), General Foreign Trade Rules (RGCE), and Federal Tax Code updates to ensure the plant’s operations are always compliant.
- Trade Agreement Management: Conduct technical origin qualifications for products under USMCA and EU-Mexico (TLCUEM) trade agreements; manage the issuance and solicitation of certificates of origin.
- IMMEX & Inventory Control: Oversee the administration of Annex 24 and Annex 30 systems to ensure temporary imports are properly reconciled and discharged within legal timeframes.
- HTS Classification: Assign and audit Harmonized Tariff Schedule (HTS) codes for raw materials and finished goods for both Mexican and international customs.
- VUCEM Management: Manage all digital filings through the Mexican Digital Window for Foreign Trade (VUCEM), including value declarations and digital documents.
- Broker Coordination: Audit customs broker (pedimento) files for accuracy and serve as the primary point of contact for resolving clearance delays.
Requirements
- Education: Bachelor’s degree in International Trade, Customs Administration, International Business, or a related field.
- Experience: 2–3 years of experience in foreign trade within a manufacturing or maquiladora environment, with a proven track record in USMCA and EU trade operations.
- Technical Expertise: Deep knowledge of IMMEX, PROSEC, and Rule 8 (Regla Octava) programs.
- Origin Analysis: Ability to analyze complex Bills of Materials (BOMs) for Regional Value Content (RVC) and tariff shifts.
- Audit Readiness: Proficiency in maintaining a "Digital Customs File" (Expediente Electrónico) that is ready for authority inspections at any time.
- Bilingual Communication: Advanced professional fluency in Spanish and English (written and verbal).
- Analytical Rigor: High proficiency in ERP systems (e.g., SAP GTS) and advanced Excel for large-scale data reconciliation.
